Hello! We've had reports of iOS devices 'waking up' and vibrating in response to the push notifications arriving but the notification itself is not being displayed to the user, despite having been granted the correct permissions. Is this a known issue?

This is not a known issue. Do you have any data points that points to this issue, logs, etc. other than user anecdotes?
Would be useful to understand if this happens with all your push notifications, or some of them, and what are any common properties of the ones that have this issue? A difference in payload perhaps? If you are using a Notification extension, what has your debugging shown you?
